Move New Folder, FGDB, etc button into toolbar out of menu in Save/Open Windows

Move the New Folder, New FGDB, etc options out of their 'New Item' menu in the various Save & Open dialog windows.

There is enough real-estate and this will save every person in the world a mouse click when they create a new folder while saving something.

I don't use the 'Organise' items enough to care but the same could be said for Rename & Copy Path.
