Idea: support publishing a Composite locator with Esri World Locator service from Pro.  Additionally, support using a World Locator view, for example I created a View of the Esri World Locator restricted to our two counties; so we don't get errant results from halfway around the world. (Hence posting in AGOL Ideas)

Apparently this is another thing from ArcMap still absent in Pro?

Because when I tried this in Pro I got this error: 00361: This locator is not supported for publishing.—ArcGIS Pro | Documentation Per the documentation, World Locator is not supported.

I was able to successfully publish a composite from ArcCatalog, the venerable ArcMap based product.

However, I am getting HTTP Code 400 errors in network traffic when I try to use the search widget in both WebApp Builder and Experience Builder. Curiouly, the Find Address Candidates option on the REST page works perfectly fine; although also curiously, I need to type the exact address and it returns results from both my internal address points locator and the Esri world locator, just fine.  Again, only from Find Address Candidates, and when the full address, not just number and street name, are entered and GET clicked on.  I created the address locator with our on prem address point data that lives on SQL Server SDE 10.91/Enterprise 10.91 Federated, and added to composite locator I created in ArcCatalog and then added the World service and published from Catalog 10.81.  So... ArcDesktop runtime service works. Sort of.  However, I see what the issue is.  Using the Suggestions keyword on the REST page, it says 'unable to complete operation'. Nothing further in Console, no errors on Server Logs.  And of course Suggestions via REST API are needed for a functionally effective Search widget.  Support did not know and is researching.  Also, I can't get the composite locator to work very well locally inside of ArcMap. But again, the point address locator by itself works fine with suggestions; just falls apart when added into Composite. Which I want to use in Survey123 surveys as it appears the survey location widget (embedded map panel) can only use one locator service at a time; thus my thinking of using a composite locator service with our official address points and the Esri World locator as fallback.  I wish I could share my service URL but I can't.

Anyone else in the same boat?  Desiring a composite locator service with internal data and fallback with the Esri world locator?
