I would like to have the possibility of fixing layers in the "Contents" window. Sometimes when I add several layers to my map, they get in over the existing layers inhabilitating their view, I consider some layers shoud be up always for example "Graphics Layer". This option should be possible through right click over the layer and a button that says "Fix Layer", it is an example, the developers maybe know a better way to do this possible.
