I am trying to install the Business Analyst 2016 US Data Update. The installer looks like it runs all the way through and then at the last second, looks like it rolls back the update and gives this message. I am installing it on Server 2008 R2.

The ArcGIS Administrator Window is blank. It might have got corrupt. Could you repair the installation and try again. When the installation is correct, you should be able to choose the appropriate license type and authorize it.

I ran into this error while trying to install 10.4.1 over 10.3.1. Deleting the registry section as suggested elsewhere didn't help. Trying to uninstall 10.3.1 via the original setup.msi or via the "Programs and Features" control panel resulted in the same error. Various Raster types have been tested and 7 out of 12 have consistently crashed in 10.3.1. and 10.4.1 on Windows 10. This issue was not reproducible in Windows 7. The BUG has been reproduced by ESRI, please reference BUG-000101623.
That is strange, I have run windows 10 and with arcmap 10.4 or10.41 for a couple of years.
