Is anyone using GIS is designating station transfers during a major incident (working fire, hazmat, etc.), and if so how?

I've set up a basic AGOL App showing 8-minute service area polygons for each station and a base map of call demand (kernal density for 2015 calls).  It can help planning transfers by allowing the dispatchers to visualize travel time vs. call demand.  But my chief would like to go to the next level, and have the computer make suggestions on what units to transfer, again based on the call demand and service areas; likely by ranking the SA polygons (I'm thinking a Spatial Join and a Frequency table).  The problem I see are in the Service Area overlaps which can be up to five or six stations.
