Super and Sub Administrative Roles

We recently consolidated four different accounts for accounting purposes.  This has caused problems in managing our GIS resources with regard to ArcGIS Online.  Previously our various program coordinators were able to administer their own licenses.  Now they can only do so if I provide full administrative privileges to them - for all licenses, not just their own.  We need the ability to create and assign sub-administrative roles which would allow a super-administrator to split off a certain number of licenses and place them under the administrative control of the sub-administrator.
