Turning off Snap Tips, while leaving Snapping On, does not seem to be possible in ArcGIS Pro 1.3.1 (which I am currently using) or earlier versions because these are the only Snapping Options available:

In comparison, ArcMap 10.5 has these Snapping Options that would help you, if you were using the older architecture:

Unless turning off Snapping in ArcGIS Pro is an option for you, it looks like seeing Snap Tips is unavoidable.

To have this changed I would recommend that you submit an ArcGIS Idea.

4 years after this initial Idea post, in ArcGIS Pro 2.7, the ability to turn off the snapping tips is still not available as it is in ArcMap.  When editing it can be quite annoying to see the snap tips if you have a-lot going on in your map.  I'm not sure why this functionality has not been carried over as it seems pretty simple.

In the next release of ArcGIS Pro, you will be able to toggle the visibility of snap tips.

UPDATE:

In ArcGIS Pro 2.8, we added the ability to turn off snap tips and change the snap tip color.

Related to this request, in the next release of ArcGIS Pro (2.9), we plan to add the ability to turn off layer name and snap type.

Like Scott mentioned above, this work was completed in ArcGIS Pro 2.9.  See Ideas in ArcGIS Pro 2.9  to see a number of other ideas you can expect to find when you update.

Kory - As of 2.8, when the snap tips are turned off, that function only lasts while you are working in the specific Pro project.  Each time that Pro project, or any other Pro project, is opened, the snap tips are defaulted to being back on.  Do you know if in 2.9 the default is however you last had the snap tips toggled (on or off)?  Thanks!

Hi @ChristopherBowering The behavior of how the settings are stored has not changed.  That is, they are a project-specific setting.

It sounds like what you are after would be setting snapping options at the application level > editing settings:

...which would be a new idea - I searched and don't see a request for that...

Kory - Yes, I believe it would be a setting at the application level.  This is how it is in ArcMap; if you enable/disable the snap tips within the snapping settings under the editing toolbar, that is how it remains for any subsequent .mxd unless you change it again.  I can create an idea for this.
