ArcGIS Online - Order Popups same as Legend

When you have overlapping map layers that have popups, there is a bar at the top that allows you to toggle to the next layer.  0EME0000000TTcH

But there is no way to control the order of which popup is displayed first.  Please give control to this, or make popup come up in the same order as the legend.

It is frustrating that we can't match the popup order to the order of layers in our map TOC.  According to ESRI, "speed" determines the popup order.  Instead, I would like the ability to set the order.

I think this is one of the biggest limitations of AGO right now.  At the very least, adding the ability to set a "default - first popup" would be helpful.

At least the legend order should be respected, better even to be able to set it manually. I have a map with several Feature and Map Image layers (pop up enabled). The Map Image layers are always at the bottom, but contain the essential information of the Map, so I would love to be able to show that pop up first.

I have a map showing many permanent sampling stations and I add a layer for each year of results. So each year dots overlap the precedent year, thus showing colors/symbology of the more recent results.

However, when popups are used to read results details, the years order is not respected... Consequently, one can « see » a 2016 result (showing per example a green diamond for a good year result), but the popup would display results for a previous year (per example 2014). Thus the concordance between the dot color/symbology and the popup information is not respected, misleading the interpertation of the results... Big issue.

The popups should at minimum respect the layers order!

Posted a question about this functionality years ago.  Hard to believe and really frustrated that this hasn't been addressed.  Providing a user meaningless information milliseconds faster than meaningful information is not a good practice, and should have been thought out when implemented.

I share everyone's frustration.. takes day one for the client to say 'hey, I want my focus data in the popup first', I dont care about the basemap data that often...

I just went to reorder my TOC expressly to obtain a certain pop-up order assuming that's how you go about doing that. That's what I get for assuming I suppose. How is this functionality not part of AGOL?

And I'm certainly hoping the 3 down votes were accidental.

We live in a world with LTE cellular connection soon to be 5G and Fiber Optic Desktop Internet speed or at least Cable connections. The "SPEED" that ESRI is saying is minimal and this option should be no longer be valid. I can stream 4K content but cant control my popup order on a map.  I see a disconnect.

I’ve always just lived with this. Yesterday I had a user ask and I find out in my searching that it’s not possible. What?! This is only second to the inability to group layers in  maps on my AGOL pet-peeves list. I understand  the potential for slower results. Kindly let us choose what is worse per map/app/need.
