Allow map tile services to have the ability to "move up" on the map (on ArcGIS Online)

Since some feature classes are too large to be uploaded as a feature service or shapefile on ArcGIS Online, we then need to cache it as a map tile service from ArcMap. But webmap doesn't allow map tile services to "move up" and be above any feature service.  Cartographically, it'd look nicer if the points layer can be on top of the others.

Emily nice idea, I agree.  This would be a key part of adding grouping of layers to webmaps, to included dynamic map service sublayers, tiled layers and other supported layer types.
