Rotate to page override

There should be an override in the properties of graphics, text, and marker symbols in a map to either rotate with the map or stay at a fixed angle.  I know there are options in the ArcMap Advanced Settings Utility, and that is great for a general rule, but there are times when a marker or text needs to be the opposite of what is set.  This would allow us to keep labels as dynamic instead of having to change them to annotation or even have to make seperate MXDs for the different pages instead of using Data Driven Pages.
