although your question 'appears' simple... its prompted at least a dozen more in my mind. but i'll have a stab at answering it - with some assumptions.

Assuming you created a basemap using the method described on the ArcPad blog http://arcpadteam.blogspot.com/2010/07/basemap-image-tiles-for-arcpad-10.html
and assuming you tested the service in ArcPad 10 on your PC (and it worked) and now you are trying to open the service on a mobile device, the key thing to check is that you do infact have network connectivity on the mobile device (check by using an internet browser on the device). If network connectivity is fine, then you should be able to open the basemap in ArcPad the same way as you do on the desktop.

If none of the above paragraph sounds like what youve done, please reply with some more detail, eg:

I am having problems creating an ArcPad basemap. I used the steps indicated here: http://arcpadteam.blogspot.com/2010/07/basemap-image-tiles-for-arcpad-10.html and am unable to open my service at all in ArcPad. The little loading icon spins and spins, and nothing ever displays. I have tried with a cached service and attempted with the "Create Tiles On Demand" option active and inactive. When this option is active, I am able to load the service, but the cache tiles are all blank. The cache on the server looks fine, all the little jpeg tiles are there.
I am able to consume the service in the most recent version of ArcGIS Explorer, ArcMap 9.3.1 and the preview with zooming works in ArcCatalog 9.3.1.
My server version is 9.3.1 and my ArcPad version is 10.

Any ideas what might be causing this?

Thanks!
