I am running ArcGIS Server 10 SP2 on a windows server 2008 machine. What permissions are required to access the REST API ADMIN page other than being a member of the agsadmin group?
The REST Admin is secured so that only users of the agsadmin group have permissions to access the admin.

There are no other permissions that need to be granted other than being in the agsadmin group? The user does not need to be in the Administrators group or have any other permissions explicitly granted?
