I am trying to do a merge between two parcels. I select the two, right click and hit Merge. Then, on the Merge dialog, I click Plan and then Create Plan. I create a new plan and then Set as Active Plan before returning to the Merge dialog. The Merge won't work. The error that pops up is called Parcel Merging and it says Construction method error.
However, if I choose not to assign a Plan in the Merge dialog and I just go with the default <map>, the Merge works just fine.
