I have been encountering this warning message while configuring my Operations Dashboard.  This has been new as of today for me.

Does anyone know why this might be happening?  It hasn't effected any of the data that i am reporting on.

Hi Mike. Did you find out what was causing this? The same issue has just started happening to me on a map service that was working fine a few weeks ago.

Same here.  Something has happened.

I can see these services in the WebMap in ArcGIS Online‌ that is being used in the Operations Dashboard.  I can also see the services within the Web version of Operations Dashboard for ArcGIS‌ - but the Windows application pops up these warnings for all of the NOWCAST REST services like this one:  nowcoast/radar_meteo_imagery_nexrad_time (MapServer)

Exact same thing is happening to me (even down to the web service, i.e. only having issues with NOAA NOWCOAST services).  I have a ticket open with Esri at the moment and am trying to troubleshoot with them.  Will try to keep you all posted if I find out anything helpful.

Customer Support wants to put this in as an "Enhancement Request".  I wrote back requesting that it be made a BUG report and be given attention to promptly because as we have seen, this worked before.  It needs to be fixed so it works again.

OK -- so let's do this again....

I just received a call from Esri Customer Service.  They let me know that this occurred due to recent server (like Microsoft Server) patches meant to combat the recent ransomware attacks.  My understanding (probably not completely accurate, but...):  There is a new identification element of the SSL conversation added by the patches.  The reason why this works in the Browser version of Operations Dashboard for ArcGIS and not in the Windows App version is because your browser is handling the SSL conversation, and it knows exactly what is needed.  When they made OD, this element was not required, so they did not add it - so now it is an enhancement.  CS has assured me that the Development Team is making this a high priority enhancement.
