Georeferecencing Items Greyed out

When I insert an image that I want to add control points for aligning to my basemap, the control point button on the Georeferencing Tool bar is greyed out as are all the other buttons on that toolbar. My basemap is the "Imagery with Labels" which was my  basemap layer added. What is the problem? Software is ArcGis 10.3.0.4322 for Desktop.

Not sure if this applies to 10.3 or not (I'm at 10.2.2), but see this blog post, which largely refers to this knowledge base article.

TLDR summary: start a new MXD, add your basemap, add your unreferenced image, georeference.
