What are the steps to create a legend (Low to High) like the one below for a layer symbolized with graduated colors?

Well, yes, it would be up to you to decide what defines low, medium, high, etc in your data set. To make similar categories to your example, you would click on the classify button, then pick quantiles in the drop down, and pick 4 classes in the second drop down. Then you could change the label field to low, etc.
In layout view, in the insert menu, select legend. Click through the legend wizard.
Let me know if you need any details about how to customize your legend to look the way you want. It's actually quite versatile.
I have done that, and Style is not a step in the Wizard.
So, I continued to click Next and then Finish in the Legend Wizard to insert a "generic" Legend.
I then opened the Legend's properties and opened Style in the Items tab, but I did not see the style referenced above in the list.

The legend just reflects the layers in your map, so you have to set the style in the layer properties under symbology-->quantities
