same problem here.  just started a few days ago.  all new systems are very slow to load, does not prompt for kml file association on first run, then no basemap.  i suspect something in msupdate or at esri.com has brought it to a halt.  those are the only 2 areas i think might have changed.

dell optiplex, latitude, and precision, all with w7x64

We have just started having the same problem.
No maps on startup although all other data will load.
Has anyone found a solution please?

I work in a class room setting with 20 computers running windows 7. Arc Explorer desktop build 1750 was installed on all of them this week and three are unable to load the basemaps. They can however load webserver maps from Arcgis online. Any suggestions on what might be the cause is appreciated. The students are getting frustrated.

Same problem here with Build 1750 - working fine until sometime in mid June.

Click on any of the basemap thumbnails and I get a blank screen.

Loading ESRI map service works.

Running Win7x64

Any help would be appreciated.

Do you have MSXML 4.0 Service Pack 3 installed?  I have found that this will resolve the issue in many instances. You can download this from: http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=15697.

This SP3 parser did not work, and I didn't think it would because all this works fine on my desktop machine with SP2, but not on the laptop (which also had the MSXML 4.0 SP2).  One interesting thing on the laptop is that none of the .nmf files from another post about basemap caching are in the users directory.  I'm starting to think this has something to do with configuration files.  On each of the 2 laptops I tested today, both threw a fatal ESRI error after trying to launch the program right after installation.  Then I retried the program and it loaded with no error.  However there is still no imagery.  If I load a .nmf file with the Bing Maps Aerial loaded created on another computer, then I can see the imagery on the laptop.  But if I change the laptop basemap there is nothing.

Additional update.  I tried to copy the missing .nmf files from my desktop to laptop.  They copied fine, however the maps still did not display.  BUT, and this is a pretty big but, if I double-click on the nmf and sort of load them (not sure what's happening behind the scenes here), then ArcExplorer can then use that map.  It's like I have to manually do the work that didn't happen on the install.  Looks like I will have to manually load each nmf separately to fix the issue.

I did a test where I deleted the whole cache folder on my desktop (actually you will want to squirrel it away somewhere).  AGX re-created it, but without the .nmf files.  Something is blocking these from copying.  Also, like in the installs of the laptops, the first time I ran AGX after moving the folder with the .nmf files, the program crashed.  It then loaded the next time but without the .nmf files.  I copied that folder back and everything seems fine.  The only drawback with the fix - it takes a lot of time to open 14 nmf files individually, and it's only for the current user!  Can't wait to see if version 2012 fixes this.
