insert pdf and make it transparent

I used to do this years ago and cannot remember how. I have parcel maps and I want to insert them into my ArcMap and set the
transparency to about 50% percent. I can insert the map as a pdf or a jpeg, but how to I make it a little transparent so I can see
the orthophoto behind the pdf. I want to use the pdf as rough guide as I digitize over it.

Hi Kathleen,

It sounds like you are digitizing plats over some aerial imagery. There are several ways to import the image from the pdf, but what I would suggest is saving the plat as an image, such as a .tiff or .jpg,  once you have it saved in this format, which is essentially a raster, you can use the add data tool to import into your .mxd, then use the georeferencing tools to rectify the image to the ortho-imagery.
