How to compare shapfiles and append or update different data?

How to compare data within shapefile"A" with data that's within shapefile"B" and have the original shapefile"A" keep it's data and append/update the new data from shapefile"B"? I'm figuring this would be done in the model builder within Arcmap.

I'm using Arcmap 10.4.1

I have two shapefiles, both with our street centerline data (name of street segment, length of street, etc.) We're updated monthly with new data. I need to take the new data and compare it to the old data, keeping the old data that hasn't changed and updating the data that has and appending the new records.

If this is something you're going to have to do regularly and for an extended period, you should at least be aware of versioned data, which you can reconcile between old and new versions.
