Label Placement Properties

I have created 16 label classes and I want each label class placement property to be on the line. Two of the label classes are labeling above the line with the placement property set to "on the line". On the Conflict Detection tab I have buffer set to 0 for all label classes. For the 2 label classes in question I have label weight set to high and feature weight set to none for fastest drawing speed. Does anyone have a recommendation to get the two other label classes to label on the line?

Just to confirm: you've set the placement to on the line for each label class?

Also, have you tried using Maplex labeling for this?

Hello Darren

I am not using Maplex for this task because I plan on publishing out as map service.

I also ensured the placement was correctly set for all label classes. 

As a test I tried changing attribute that I was labeling on and all 16 label classes have the proper placement. Although I don't understand why?

Since, I could not figure out the proper solution as a workaround I changed the placement of the 2 label class to below the line which is closest I could get to being on the line.
