Hyperlink mysteriously started to work again and seems to be OK now. Attachment Manager worked for a short time but then failed again. This intermittent operation is difficult to understand, programmatic or computer systemic? The Enable Attachments tool, Data Management, shows that the problematic point feature layer as attachment enabled but it isn't. Working from Catalog, Create Attachments, creates a table, but I don't find a way to add attachments to that table, it only holds field names. There is another tool in Data Management, Add Attachments, involving a match table, but I don't have enough expertise to figure out how to use it, all attempts failed. ArcGIS help http://desktop.arcgis.com/en/ really wasn't much help either, falls short of providing detailed instructions how to add attachments to a feature layer so that the attachment, e. g., jpeg image, shows in the HTML Popup, ArcMap menu, with the other point feature attributes.
