Esri developer account black hole

My Esri user account seems to be in a black hole.When I sign in to developers.esri.com, I get the following screen:

OK. Fine. I click Sign up for a developer account, fill in my information, and click Sign Up for Free. Then, I get the following screen:

It seems that I'm in a loop in which I can't sign up for ArcGIS for Developers. What am I doing wrong?
