Moving from Flex Apps.....

I currently have Flex apps that I have published from my ArcServer 10.2...how do I go about making improved maps (I assume from Web App Builder) and still have them visible to internal users from a published intranet site?  My organization has and utilizes Portal, but the named users are not the ones I want to see the maps/apps...

If you create a web app or web map in Portal, you can share the item to Everyone so that anybody that can access the portal website would be able to reach the item, (when the doc refers to "public", that's respective to who can actually reach the portal).  They wouldn't need to be a named user.
