Address Management Add-In does not install

I have downloaded the latest version of the Address management addin from:

Address Data Management | ArcGIS for Local Government 

I get the download complete and double click on the the add-in icon, and that's when things go south. Once I go into add-in manager, and set the path to where it installs, I get the error shown in my attachment.  BTW, I'm using ArcGIS Desktop 10.3.1, Advanced which is specified in link above.

I tried installing another copy that's on the network that someone downloaded some time ago, and it errors out as well.  I have the Attribute Assistant add in and it installed with no problem.  I spent some time in a chat with tech support, but that was fairly pointless.

I don't have access to Visual studio as this article suggests:

Error: No GUI components found in this Add-In. Add-In version does not match 

Is there an alternative solution to get this Addin to work?  Or better yet, is there a download that will actually install?

That should just about do it....

Hi Joe,

I just want to clarify what you have described above to understand your process. Is it correct that you are installing the add-in by double-clicking it outside of ArcMap in windows explorer? You then click install and it says the install was successful?

You then say that you go into the add-in manager and set the folder to the path it was installed. You shouldn't have to do this step because by doing the first part it should automatically copy the add-in to a well known folder that ArcMap already knows about. Are you finding that add-in manager isn't reporting the add-in as installed. Do you see the add-in in your Documents\ArcGIS\AddIns\Desktop10.1 folder?

Chris-  I've got Tech Support involved with this;  Other users can log on to the computer and install them no problem so is we figured its a user profile problem.  I have a list of things to take care of from TS, but I'm in a training all this week, and I'll give it a go when I get back to the office.

Thanks for your interest-  I'll, post up what I do to fix it.

Just to follow up-  it appears that the add-in manager doesn't function correctly in an ArcCatalog session;  when we used it in an ArcMap session it worked as expected....
