Mark — ArcGIS Online supports http and https connections, and you control what protocol is used when you share the link to your story. So just share the story with an https link and readers will be able to use the locate button. Yes, all you have to do is make sure the URL starts with https not http. If it is http, just add an "s" after the "p." You should see a green lock in the URL bar if you are using the correct URL. Once you have the app loaded over https, you can share the URL or click any of the share buttons in the app.

Under "My Content" click on the Web Mapping Application for your Story Map. Click on the settings tab for that Story Map. Scroll down to URL. Change the address to https:// and hit Save.
