'Unable to assign user' using Enterprise Login

I have been trying to add a user to an AGO account with Enterprise Login enabled.  The Enterprise Login is configured to automatically add users upon successful login.

When I try to add a new user via logging in for the first time, I get an error

   Unable to assign user 'UserName@DOMAIN_org' to this account 'xxxxxxxxxxxxxxxx' , Username is not available

I have verified that this user's email address is not currently in my Organization's users.  Also, I am able to successfully log into the IdP endpoint with the target user account.

Any suggestions on how to diagnose this issue and try to make this username available to the org?

The user may have created another username that is the same as the username placeholder that is autogenerated by the enterprise login setup. Contact https://community.esri.com/groups/technical-support?sr=search&searchId=dbdd99ca-f586-478a-83b8-52b33...‌ and they can help to find out what the specific issue is and resolve it.

We are noticing errors today (403).  I was able to break the cycle of it looping the error and noticed it was trying to use http and not https.  When I changed it, I was able to log in. 

Of course, I wanted to test my theory and logged out, only to have it not let me log in again.  I was testing on IE11.  Also testing on my ipad, which again, changing it to https helped....now logged in but it changed it back to http again.  Seems the http/https protocol is having issues?

Try changing your organization's default user level from 1 to 2

That should let them create the account

Then you can change them to a level 1 user

Reference:

BUG-000103279 : In Portal for ArcGIS, when level 1 membership is the default setting for new accounts, auto registration of new SAML enterprise accounts fail with the error message "Cannot add user to subscription. Subscription user limit reached."
