How do I create a feature over the imagery basemap?

Hi all! I am trying to create a layer on top of the "Imagery with Labels" basemap. The intention is to create several layers where the only data in them would be colored borders around subject properties (I work real estate). This seems easy enough, but the program is being complicated. Does anyone have any suggestions?

which platform are you using? (ArcMap, online, PRO...)

Do you want to digitize the feature from the basemap?
