ArcMap opens only with data view and layout no menu bar and other tool bars

ArcMap is properly working when logging from the admin account. But all other user accounts it is loading without Menu bar and other tool bars(Only data view and layout view). I repaired the software and then also reset the ArcMap template file but still the same. Shall we write to Esri?

 

ArcMap version 10.5.1

OS: Windows 8.1

Users are manged by a server - Widows Server 2012R2

How to fix this issue?

I had never seen this issue until yesterday. I am running 10.3.1, Windows 10, on a Standard license and was only seeing a handful of menus (I couldn't even add data to my map!!!). But, I closed ArcMap and opened it again and it was fixed. This happened one more time and after closing and opening again, it fixed itself.

I'm going to keep an eye on my own stuff but I also had a license issue. My license is solely on my machine and no one else has access to it. Though one time yesterday, I could not load any basemaps or other such things due to my license not being recognized. After closing and opening ArcMap, this was solved... Weird stuff...

Different accounts, different profiles. You mentioned reseting your template...not sure if you meant profile (i.e normal...)  I would try https://community.esri.com/docs/DOC-2121?sr=search&searchId=0aea650b-13a1-4ade-ae06-e7077ad42e80&sea...‌ if what Adrian mentioned doesn't work. May be an update/patch overnight on your computer OS ?? ...maybe reboot would help too.

I have reset the ArcMap template in the Admin user. (User profile>app data>roaming>ESRI>ArcMap folder). But other profiles that template file cannot be found.

If you are having issues with a non-admin user, you ill have to use that non-admin user and reset their templates.  Sometimes that AppData folder is hidden, but typing the full path in usually lets the users see his own.  Make sure to look at all the steps in the Profile reset document I linked to above.  Maybe doing step 6 is what you need (always rename, don't delete in case you have to restore).

Als, when renaming a template such as normal.mxt, make sure that the extension is changed so it will not conflict when it tries to make the new one and start up.  For exmaple, name is  normalmxt.bu   (notice, not dot between normal and mxt)

Actually I noticed that the template file does not exit in the particular folder. Admin account it can be found. Is there any privilege issue for these users?

Maybe.  How are you starting ArcMap?  Are you running it "As Administrator"?  If so, maybe that is why the template is only showing there.  But try searching (using Windows Explorer) for   *.mxt and see if it shows up in any other place.  Maybe it got moved by accident?  Although it should create a new one.  Also, maybe you need to "repair" the install.  But if these are all managed by your server, which I don't totally understand, unless you mean a license manager, maybe you need to talk to you IT staff to see if they are blocking you from access due to a permission issue.  Or, maybe it will require a tech support call so they can review your specific issue/machine.
