How can we open grib files in arc gis

I followed this link http://desktop.arcgis.com/en/arcmap/10.3/manage-data/raster-and-images/wkflw-creating-a-mosaic-datas... to read grib file  but no values displayed are wrong . i have attached  a screen shot of output file kindly help me i this regard.

how are they wrong? what was expected?

If you can see from the figure the values are in some decimal places while as it should me in the range of real numbers

Visually that could be a normalization or some other symbology issue.  Are the values in the raster actually wrong?  (check the histogram etc)

Actually the values should be Brightness Temperature values but these are some thing else and also the resolution is also changed. I have attached a sample file if you can check it.

I can visualize the data in Panoply but i need to do some analysis which is not possible there if you know any other software plz let me know
