public free account versus institutional account

I just chanced upon ArcGIS online and logged into it but I think my capabilities are limited. If I go to my map which is the Bay of Bengal http://www.arcgis.com/home/item.html?id=1628c609be574711964ddb988da16cda I dont seem to be able to download it from the Drop down menu.
Does a regular software license from the Institute where I work entitle me to use ArcGis online with all the privileges of a paid customer?

You won't be able to do this with a free account. Once you have one of the mentioned accounts, you will be able to download layers as shapefiles (your own layers).

In this example, you would be able to click on the little triangle (under Layers, next to DAMAGE_ASSESSMENT_)

what do you mean by downloading it? The layers that are in your map?

If your institution owns these licenses, they are entitled to 1 free organizational account per license they own.

You can also sign up for a developer account, which gives you full capabilities.

Thanks a lot for your prompt response. I really dont know anything about ArcGis online - someone introduced it to me today. I only have a regular Desktop ArcGis from my Institute. I wanted to superimpose a hydrological map on a base map but it was hard on my desktop (kept freezing) so I used ArcGis online it worked really well. Now it says in the FAQs that "You can save local copies of data files you've added to your organization. From My Content, open the item details for the data file you want to save, click the Open button beneath the item thumbnail, and click Download. Browse to a location on your computer where you want to store the file." So i logged in with an old ERSI password that I had and got the map but I cant download it as a png as there is no Download option.   I want to place it in my powerpoint slide. I thought perhaps its a license issue so I wanted to know if having a desktop ArcGis from my Institution allows me to use ArcGIS online too.

for your purpose, just open the map (click your link and then click on the picture of the map http://www.arcgis.com/home/item.html?id=1628c609be574711964ddb988da16cda ) and on the upper right click print. This will open a new browser window with your map. Now you can right-click your map and choose "Save Image As..." This will save it as a PNG.

Anyway I am still curious to know why I don't see a Download button.

If you have an organizational (paid) or developer account, you will be able to upload feature services and use them in your maps. You can't download "maps", since ArcGIS Online is an interactive application. However you can download those feature services, which you can use in your desktop application. The only way to get a static image is the way i showed you.

I hope this makes more sense.

but just to bother you for a moment can you give me a simple example of a features service? In the drop down menu I had an option to open my map in ArcGis Desktop but it wouldnt.
