Hi @JTessier, thanks for notifying me about this thread. This question was also asked via a bug logged to Technical Support (BUG-000102522: PublishingToolsEx and CachingToolsEx are created in ..) and the response from the product team may be insightful here: PublishingToolsEx and CachingToolsEx are internal System services that are required by ArcGIS Server. They will show up under the System folder in the administrative API, but are hidden in Manager. This is not meant for users to update, and hence will not be documented at this point. On the topic of PublishingToolsEx, this was also briefly touched upon in a Knowledge Article written by Technical Support (Problem: Publishing a feature service to ArcGIS Server fails after ArcGIS Server is upgraded): In some cases, upgrading ArcGIS Server to 10.5 and above causes some geoprocessing server services to change or go missing. This is because prior versions use the same service with a different name. For example, the PublishingTools system service is referred to as PublishingToolsEx in 10.5 and above. I realize that this information is coming very late after @JoshWhite first asked about this, but I hope this information can still be helpful if these services come up in any further investigations.

Hi Ben, I'm glad this article was helpful! I think your ArcGIS Server logs may have details about the associated service(s) within. In your logs you can find a column called "Source" that will typically show the relevant service which the warning corresponds to. For example, in the article I linked above, there's this image - the "SampleWorldCities.MapServer" field listed in the screenshot should be an example of what you may find in the Source column, which indicated that the warning is related to the Sample World Cities service: If the Source column isn't helpful, you may also have some luck with using the Request ID, which you can use in a log query in the server admin backend - querying by Request ID will give you a breakdown of all requests for the relevant service. Hi @MarkChilcott, the ENH which you mentioned in your post was recently closed, and a member of the product team shared that there is a WMS service property that can achieve similar results. The property is called "Use layer names from the map" and our documentation says the following about it: By default, this option is unchecked, meaning that layers in the WMS service will be represented with zero-based integers, indicating their position in the table of contents from the top down. Checking this check box will allow the layer names to be represented with the same strings that are used in the map document's table of contents. By enabling this property and using the layer names from the map, you should be able to achieve similar behavior whereby existing apps won't break when a service layer is added/removed, and the layers can be referenced by their layer name instead of the layer ID. In looking at the associated Enhancement Request, I see that it was closed as "Non-Reproducible" with the following note: Please make sure that the server service has 'keep track of who created and last updated features' option enabled I wanted to see if this issue is still something that you're facing? The latest release of ArcGIS Enterprise, available as of May 2021, introduces a wealth of helpful new features for you to enjoy. Let’s take a moment to look at some of the new functionality in ArcGIS Enterprise 10.9 that was requested here in Esri Community, particularly in ArcGIS Ideas. Home Page Editor Perhaps the most noticeable new feature in ArcGIS Enterprise 10.9 is the redesigned home page editor, which enables organizations to build a modern and responsive home page, offering more versatility for you and your users to explore. For some inspiration, I recommend checking out this helpful blog which includes more information on the capabilities in the new home page editor. Idea: Make Calcite Web available in Portal Home Configuration posted by @JohnDye2 Collaboration ArcGIS Online’s April 2021 update introduced partnered collaboration – collaborations established between two ArcGIS Online organizations. Did you also know that partnered collaboration can be used in tandem with distributed collaboration between ArcGIS Online and ArcGIS Enterprise, unlocking a world of sharing possibilities? This update isn’t specific to ArcGIS Enterprise 10.9 either – organizations can now share from one Enterprise organization across to multiple Online organizations by creating a group that is participating in both a distributed & partnered collaboration. While we’re on the topic of distributed collaboration, be sure to also check out the updates to sharing and collaboration in our documentation. In particular, the ability to share edits two-way for copied feature layers is a total game changer! This means that multiple organizations can now contribute edits to their copy of the feature layer and keep updates in sync across systems. It’s also something which we’ve received many requests for, through other channels such as conference conversations and enhancement requests through Esri technical support. Idea: ArcGIS Enterprise portal collaborations with multiple AGOLs posted by @JohnDanahy Administrative Reports Administrative reports are an exciting new feature for ArcGIS Enterprise administrators that’s been requested by many here in Esri Community. If you’d like to learn more details about your organization’s members and items, these reports can be a helpful monitoring and management tool. Ideas & Posts: Provide CSV/XLS download of user lists from Portal and ArcGIS Online posted by @JeffKapellas Export list of ArcGIS Server users into a table posted by @BassamNoureldin1 Is it possible to query all users and return number of items owned by each? posted by @ThomasColson List services in Portal for ArcGIS posted by @Dionisiobattad Analysis The Join Features standard analysis tool now offers a new option: the ability to create results as a hosted layer view. This update allows the resulting view layer to stay updated as edits are made to the source layers. For more in-depth information about this tool, see our documentation. Post: Issue with Join Features Analysis Tool (Creating Hosted View Layer) posted by @AndrewSouthern Data Management When working with editable hosted feature layers, it is now possible to control whether a field is editable or not: If a field is disabled from editing, then no one will be able to make edits or perform field calculations on this field unless editing is enabled again. This is helpful to protect certain fields from updates, or simply make certain fields read-only in an otherwise editable layer. Idea: Limiting Editable Fields posted by @AlexZhuk Multifactor Authentication New at 10.9, it is possible to enable multifactor authentication for built-in accounts. The screenshot below shows what this option looks like in the Enterprise portal’s Organization settings > Security tab: Once enabled, members can choose to set up multifactor authentication for their accounts, providing an extra level of security through supported authentication apps. For some more information about enabling multifactor authentication, see our documentation. Idea: Two factor authentication on Portal posted by GianniCampanile OpenID Connect Login Support But wait, there’s some more updates when it comes to authentication! Beginning at 10.9, ArcGIS Enterprise supports the OpenID Connect authentication protocol, and integrates with IDPs that support OpenID Connect. While this hasn’t been directly requested here in ArcGIS Ideas, it’s been discussed elsewhere in Esri Community, and is still worth a shout out. Some more documentation can be found here. Post: Can single sign on be achieved using OpenID Connect with a SAML add-in for ArcGIS Enterprise/Portal? posted by @SusanZwillinger Navigation Bar Visibility This helpful new feature allows administrators to modify the visibility of pages in the navigation bar and can be configured under Organization Settings > General tab. For example, you can ensure that only organization members who can create scenes are able to see the “Scene” link in the top bar. Read more about it here, and below is a screenshot of the configuration options now available: Idea: Portal for ArcGIS – additional configuration options for displayed links posted by @RossSmail Federated Server Aliases If your ArcGIS Enterprise deployment consists of many federated ArcGIS Server sites, hopefully this update can help. The Enterprise portal’s Organization Settings > Servers page now shows a pencil icon next to your federated server sites, which allows you to assign an alias for easier identification. Starting with ArcGIS Enterprise 10.9, I wanted to share that it is now possible to do this directly through the portal with administrative reports. You are able to run an item report which shows a list of all items in your portal, along with other helpful information.
