@BryanPT we have already made this enhancement in ArcGIS Online Map Viewer. and it should come to enterprise portal soon. Just in case you can't wait, you can use a workaround for the time being. The workaround is to set the time zone to unknown. @wizgis did you try adding that as a map image layer using the /MapServer end point? As you know that would make the draw happen on the server side and you might not run into this memory issue. It appears to me (admitting I could be missing something) that you don't need any editing job, that makes enabling 'feature access' extension is not necessary.

hello @TanWent I was just wondering if you tried Feature Binning capability in Pro. Which is basically generating fishnet dynamically without running a gp tool to pre-generate those polygons. This doesn't allow you to use any spatial filter, but you can use attribute filter or time/range filters. https://www.esri.com/arcgis-blog/products/arcgis-pro/mapping/introduction-to-dynamic-feature-binning-in-arcgis-pro/ It is dynamic. Thanks @ANH Glad it helped and your issue is resolved. Yes, registering a folder or data source to a server is an interactive (and one time) process. It doesn't happen automatically.

@SarahSibbett Are you using feature services? If so, you might not see this problem in 3.2 as we rolled out a fix for this specifically for feature service enabled with branch version. But you might see it for local datasets like fgdb or enterprise database etc. We are planning to roll out the complete fix incrementally. I believe with latest 2.9 patch, you won't see the problem at all regardless of whether you are using feature services or local or enterprise databases. We are working with an intention to roll out the complete fix as a patch for 3.1.

@ANH That is odd. Did you register your folder with the server? If you right click on the analyzer warning, does it give you options to register that folder? If not, I'd go to the portal and register the folder. And try again.

@GIS_Spellblade Our expectation here is that the web pop-ups would display the time as recorded within our database with recent enhancements in web app such as new Map Viewer and Experience Builder, you can set your webmap's time zone to view data in a particular time zone. By default and the way it was before is that web apps always show date/time values in your device local time zone. ArcGIS Pro, starting either at 2.8 or 2.9, displays date/time in preferred time zone set to the service level. If there are no preferred time zone or you are using Pro version older than 2.8, you will see date/time showing up in UTC. One option you can try for now is what we call unknown time zone. @WalkerHenry__NIFCAdmin I'm glad to know that. Pro and AGOL support these new field types. That said, the FS sync workflow (which I believe is critical for your workflow) doesn't support this yet. My understanding is that supporting these field types by both sync workflow and Field Map app is the road map for the near term. Just a quick note. We have an issue in Pro where layers don't remain selected in the Contents pane when you add multiple layers from the Catalog pane. We are working on resolving this issue and make it available to our users in one of upcoming releases. The resolution will help the user experience for the above-mentioned workflow better. Once added, all you will need to do is right-click and choose Group command from the context menu.

Thanks @RussRoberts. @MatthewBeal In addition to what Russ mentioned, I'd like to add (for people from the future) an age old keyboard shortcut that might have come handy in other workflows. The shortcut is Alt+click. As you see in the animated gif below, it only makes the layer that you clicked on visible, and other layers get toggled off. We also have a variant that is Shift + alt + click that turns off the visibility of all other layer from the entire map, whereas alt + click works only with a group layer.
