I have been preparing to make the transition from the Attribute Assistant in ArcMap to Attribute Rules in ArcGIS Pro. This process will take some time to work out the details but the Attribute Rules have much more power and versatility than the Attribute Assistant. Unfortunately, I will not be able to use the power of the Attribute Rules without completely changing our data distribution methodology. This is because you cannot use geodatabase replication with Attribute Rules (https://pro.arcgis.com/en/pro-app/help/data/geodatabases/overview/replication-and-geodatabase-compatibility.htm). For many organizations geodatabase replication is a key part of distributing GIS data. This includes support for legacy software and third party applications (like 911 systems, asset management, etc) . Once Attribute Rules are in place this access is cut off. The excluding of geodatabase replication eliminates a potential solution for continuing to provide access for these non ArcGIS Enterprise applications. Please consider including support for Geodatabase Replications so more users can consider fully transitioning to ArcGIS Pro.

The Compare Replica Schema Geoprocessing Tool should be included in ArcGIS Pro. This is an important geoprocessing tool for making geodatabase replication sustainable once we transition away from ArcMap. It is hard to transition away from ArcMap when key tools are not included in ArcGIS Pro.

I was running into the same issue. Base on my testing the user needs privileges to Publish Hosted Feature Layer. We have many users which will need to download Survey123 results without being able to publish layers. Can this be functional be adjusted?

Attached is a table which contents all of the values from our current dynamic value tables. It is very important to our business operations that the functionality of the Attribute Assistant be added to ArcGIS Pro. That is one of the major reasons why we are not yet planning a migration to ArcGIS Pro.
