We have these same problems on ArcMap versions 10.3.1, 10.4, and 10.5 running on Windows 10 and Windows Server 2012 R2. Very irritating, and searching the error number in help didn't work for me.

I had this same problem. I had changed my $TEMP system variable to C:\temp from the default location. When I changed it back to the stupid Microsoft location my SDE connection worked fine. Talk about chasing your tail for no benefit. At least I didn't re-install... -Eric

This is a known issue for ArcGIS 10: NIM058011. The metadata geoprocessing tools are written in C#. If you add GpMetadataFunctions.dll and MetadataTranslator.dll to the Global Assembly Cache (GAC) the script will run successfully outside of ArcGIS. This issue affects all of the metadata geoprocessing tools, not just Export Metadata. NOTE: this issue has nothing to do with Map Automation, and probably belongs in a general geoprocessing forum. All, I have a script that work when copied and pasted into a python window in ArcCatalog, but it will not run from an IDLE window. It throws the following error. Any ideas why?
