Were you able to find a solution or workaround for this? I am attempting something similar where multiple layers could be queried and results shown in one "service pod" in the carousel. I thought it might be possible using group layers, but no luck with that yet.

I believe this is still an issue. I have tried most of the suggestions here. Some seem to work (sometimes), other times they are not effective. It's hit or miss. Maybe it occurs after a certain combination of removing/re-sharing/saving/etc. The redesign of the Open Data Portal editor added an "Update Index" button (under Data Reports) to identify broken feature services, etc. but does not seem to work properly, as the services I had removed still show up in the portal. If anyone out there has another solution or idea, let me know.

A few of the previously posted work-arounds seemed to work for some people but not all - just wanted to contribute what we found to be the issue in our case. We are at 10.0.5 and while labels (not annotation as some have described) appeared to be confined to the data frame while in layout view, printing from ArcGIS and exporting to PDF resulted in the labels beyond the data frame. The issue was occurring only one when labeling one layer in particular and only when the data frame had a rotation applied. After digging around in the Label Placement Properties dialog box, we found that having the "Never remove (allow overlap)" box checked on will cause the labels to go beyond the data frame. Again, this only happens when rotation is anything other than 0. TL;DR - Uncheck this box. [ATTACH=CONFIG]31241[/ATTACH] Hope this helps.

Found your old post when searching on this topic here! I also would be interested in knowing if this issue is being addressed. Creating a separate field for normalization works but is not practical when dealing with lots of data layers, such as one would with Census data.
