I think it has something to do with your install user isn't the user starting server. For instance, if you installed server as a user named arcgis, then that is the user that has to run the script.

Chris, I had been working on this and the was on another project, and now I'm just now getting back on this. I still do not know CityEngine very well and have been asking the guy that did the original code lots of questions but just can't seem to get it to work. I have the original model that I received from him that I can shoot you. It'd be nice to have a fresh set of eyes take a look. I am trying to use Carl Besters CCTV code. I have the cameras in CityEngine but when I run the cga script the viewshed is rotated by 180 degrees. So basically the narrow part is rotated around and the wide part is centered on the camera. Anyone have any suggestions? I am working on a project where we are trying to see what a radar would be able to see. For example, we have a radar that is a certain height and we have either a DEM or a DSM. What we want to be able to do is plug in a certain height (say 500 ft MSL) and see what planes the radar would be able to pick up in the sky. Kind of like a viewshed analysis in the air rather than on the ground. Anyone ever done this or have any ideas on how to do it? Thanks.

Does anyone know of a tool than can calculate what a security camera can and can't see in 3D? A tool like this http://www.esri.com/videos/watch?videoid=281&isLegacy=true&title=3d-security-camera-analysis would work perfectly but I can't find it anywhere.

I have tried 1.1.0 and 1.0.0 it still doesn't work. It is so old that the example URL is for an ArcIMS WMS service. It comes in fine to ArcGIS Desktop as well as when I use the GetMap function in a browser.

I am using ArcGIS Server 10.4.1 and it is serving out a WMS. I am trying to consume this WMS in an old client and it isn't working. When I type the URL in it basically says it can't find it. When I type the URL (https://xxxxxxxx/arcgis/services/AOR/MapServer/WMSServer?&version=1.1.1) it wants to download a file. I have not messed with WMS in the past at all and I'm totally confused. Anyone have any ideas that I can try? Thanks in advance. Rich

Is it possible to consume a KML service in Google Earth that is secured? I can consume it with no problem but as soon as it is secured GE can not view it. It does not ask for a password or anything. Also when I look at the REST services as soon as it is locked View in Google Earth is no longer there.

I just setup SSL and I am having problems. When I go to https://localhost/ArcGIS/rest/services and click login to access secure services the login page appears. But when I put in my login information I get a HTTP 403 Forbidden error. But if I go back to https://localhost/ArcGIS/rest/services it shows me as being logged in and shows the secured services.
