Hi Sean, Great news! At ArcGIS Pro 2.6, the tools were included in ArcGIS Pro so there is no need to separately install Military Tools for ArcGIS since you have ArcGIS Pro 2.8. Let me help you locate them. The Military Symbology Editor is there, but needs to be added to the ArcGIS Pro ribbon. See Military Symbology Editor documentation. The other capabilities that you may have read about in the Military Tools documentation are also in ArcGIS Pro. Hi Paul. The Helicopter Landing Zone (HLZ) Solution was deprecated in December 2016, making it no longer generally available. The workflow to replace the HLZ Solution will be available through the HLZ analysis tasks that will be included with the Intelligence Configuration for ArcGIS Pro (ICAP), coming soon for ArcGIS Pro 2.2.

The display properties for each coding scheme are based on modifier requirements in MIL-STD-2525C and APP-6(B). Not all modifiers are applicable to all symbols. In this case, the Quantity modifier is not applicable to Stability Operations symbols in the standards so we don't currently support it. If you want, you could log an enhancement request to add this property to the Stability Operations category. Lorraine.
