The installer for ArcPad for 10.2 doesn't always work 100% with ArcGIS 10.3+ for some reason. The data manager toolbar is actually pre-installed in 10.3 before ArcPad is installed, it just needs to be activated under extensions. Python scripting doesn't get activated during installation (works fine though with ArcPad 10.2 and ArcGIS 10.1) Solution for missing toolbox: You have to manually copy the "ArcPad tools.tbx" toolbox-file from your ArcPad 10.2 installation folder: C:\Program Files (x86)\ArcGIS\ArcPad10.2\DesktopTools10.0\Toolboxes --> to your ArcGIS Desktop install folder. C:\Program Files (x86)\ArcGIS\Desktop10.3\ArcToolbox\Toolboxes Close and reopen your ArcMap/ArcCatalog if it was open and your ArcPad Toolbox should now be visible together with all the other standard toolboxes (below Analysis Tools, above Cartography Tools).
