The reason Pro isn't able to draw features from the service is because the service is configured incorrectly. If you look at the service's capabilities response the urls describing GetCapabilities, DescribeFeatureType, etc point to unsecured (http) urls and the server rejects any connections made using these urls. The service owner will need to update these to https. Once done these layers will draw in ArcGIS Pro.

This service does not draw in Pro because Server returns an error when service layer query includes any value other than 0 for maxAllowableOffset parameter. Requests that are sent from Pro include a maxAllowableOffset value, which causes the server to throw an error and not return any feature geometry back. Hello Alexey, The URL presented under OGCServices is in a format that is understood by applications displaying OGC services - like ArcMap or any ArcGIS Web API. If you are looking for a way to view the WMS capabilities in a browser then you will need append ?request=GetCapabilities&service=WMS to URL. You should be able to control color bleeding by changing the combination of background color, transparency, and image format. The option to switch from layer transparency to color transparency is not enabled by default. To get color transparency you would have to right click on the warning "Enabling the option to convert layer transparency to color transparency may improve performance" that shows up during the publishing process and select "Use Color Transparency". Did you do this? The fact that it is working fine in ArcMap, but not in FlexViewer seems to me is an issue with FlexViewer and has nothing to do with the map service that you published.

I modified the JSON that you posted at couple of places: 1. updated the map extent so that it displays San Francisco and neighboring areas. 2. Updated the operational layer URL to point to a public server. Notice that "layers" array contains one layer object that is pointing to the first layer of the map service (layer id 0). In this layer object you pass in a definition expression. {

Can I have more information to correctly guide you on this one - do you have access to that ArcGIS Server that hosts the base map, to deploy the SOE on the base map service? If you are planning on using Esri basemaps, then SOE is not an option for you. If you would need to use Esri basemap then you would need to consider making a SOAP connection instead of using REST.
