Error received below:
Configuration INSPIRE_test.MapServer can not be started.
Server Object instance creation failed on machine MachineName. Otherwise if we do not click the inspire view service in Capabilities tab, service starts successfully. All layers are inspire layers. Any ideas how to trouble shoot this issue? This is our first attempt at publishing inspire service. Does it work for a normal map service with WMS capabilities enabled without use of inspire db? Also you may enable logging to Verbose and then restart the map service and check the log files ?

You may consider then - Creating a new feature class and data loading in this feature class from shapefiles and see if it helps.

You can keep a copy of .ecp file , which can be used again for authorization. Otherwise also you should be able to use whichever process you are currently following to authorize again.

When you authorize ArcGIS Server or ecp based file, they get updated in a keycodes file( with no extension) located @ c:\program files\esri\license\keycodes You may remove this keycodes file from system after uninstalling arcgis server. This file after changing the extension to .txt can be read in notepad.
