Thanks for the super detailed reply. So, in my situation, we publish (and always have) with a built-in SQL account. All schema changes, featureclass creation, and such, happens with this account as well. That's the dataowner as you mentioned above, except that, I think my database is "owned" by the dbo user. My tables are named mydatabase.dbo.table_name. (this is where my knowledge is admittedly weak) Nevertheless, I believe that dataowner and dataeditor in this case are one in the same. Regardless, even though I grant the dataowner account the proper rights, it still doesn't affect the outcome. I called tech support about this yesterday and they're working on it, too.

Hi Patrick, I'm having very similar issues, running SQL as well. Could you clarify your statement: The SQL Server built-in "Editor" account "default schema" was mapped to the "data owner" schema. Are you talking about the administrative account that you use to connect to the database, and ultimately publish the service?

I spent a good long while trying to redo everything in a brand new project, and ultimately I'm running into the same issue. I can't reproduce the conditions when it happens, yet, but it appears to be related to zooming in/out on the map, and eventually the symbology goes crazy and I get that double range. I'm going to be vigilant about paying attention to exactly what I'm doing and hopefully I'll identify the cause. That still doesn't tell me how to reverse the effect, but at least I could hit 'undo' and move back one step.

I did import the project originally, but it was mostly for reference. I started symbolizing copies of the layers after that. To clarify, these 'double-symbol' layers only show up after I start messing with them, and it doesn't always happen.

I've recently been learning how to create maps with scale-based symbology. It's great until I end up with two symbols for the same scale range. In the image I've attached, you can see that for value '3' I have two ranges, with two symbols, and no amount of right-clicking or double-clicking or sliding anything brings me to the point where I can have just one. I don't remember creating those two symbols, it's just as if they're trying to occupy the same space. It's happening in more than one value as well. In the second example, you can see near the bottom I've got two symbols occupying the same scale range. All I want to do is have one symbol for one scale and be done with it. And another example:

This was happening to me this fall as well. No amount of fixes mentioned above worked, but starting as administrator does the trick. Once I was able to get it started, I noticed there was a recommended update. Not sure if that's what triggered it, because it still won't start outside of administrator mode. But at least it starts now.

I go the "Packaging succeeded, but publishing failed" error just recently too. It was due to the fact that I had an edit session active in the .mxd I was trying to publish from. Something else to check.

I recently came across this issue, and I have fixed it. I reinstalled the ArcGIS Viewer for Silverlight 1.0.1. At that point I rechecked my permissions for \inetpub\wwwroot\Apps and found the following: The SilverlightViewerAppPool user has the following permissions for that \Apps folder: Modify, Read & Execute, List folder contents, Read, Write. Special permissions is gray, meaning there are sub-categories that have various permission levels. I'm thinking the permissions were reset upon reinstall? At any rate, it's working now. Hopefully this helps someone.
