How to stop pasting from being offset?

I have to copy and paste a lot of text boxes and legends and what not and every time I do, it's in the wrong space and I have to manually fix it.

I suspect this is a glitch because I cannot think of a use for this feature, is there a way to fix this?

I know what you mean, I suspect (but don't quote me) it is deliberate behaviour, to prevent multiple copy/pastes happening by accident. If the objects were in an identical place it wouldn't be immediately obvious to the user that they had done it. It's not behaviour that's unique to arcmap. Try it in powerpoint...same thing.
