Flex 2.4 Title Bar and Widgets have no color

The Flex Application title bar and widgets are Gray Scale, not the blue in the previews.  Does this have something to do with my computer settings? Dell Optiplex 790 pc running Windows 7 Professional on a 64 bit OS. Any suggestions for this newbie?

   The default style of the viewer is black to change this refer to the documentation here:

I use Blue on all my custom widget previews and set it using this method.
