Showing Group Layers in the Table of Contents in ArcGIS 9.3

I am using the SOAP API and Silverlight to generate the layers and symbology for a table of contents.  However, this will only show data layers and skip over Group Layers completely.  Is there any way for me to get the Group Layers to show as well?

You might use the Layers property of the ArcGISMapServiceLayer (see doc http://help.arcgis.com/en/webapi/silverlight/apiref/ESRI.ArcGIS.Client~ESRI.ArcGIS.Client.ArcGISDyna...)

The LayerInfo of a group layer is returning its SubLayerIDs which is useful to build the TOC.
