ArcGIS Enterprise - Connection for Monitor as SaaS

Looking for ArcGIS Monitor to be offered as a tiered subscription base service in the Enterprise stack. We don't have the capabilities without Monitor to effectively track many of our digital assets without considerable amount of work and working to mine data out or our logs. Adding this services would greatly benefit organization that don't have the infrastructure to deploy Monitor.
If this can't be achieved, consider offering the main parts of Monitors services on a use by use consideration. Selecting a number of services to be evaluated, maybe on a report or services connections inputted for credit usage. If considering the credit use option, software (maybe a light weight extension) be free for installation with use of credits as payment method.
