Change the way PDFs are viewed in Portal and Enterprise Sites

I have uploaded a bunch of PDFs as documents to my Portal that are instructions on how to utilize and fill out certain Field Map applications for service crews.  When I utilize the gallery widget of these documents in my Enterprise Sites it opens the PDFs as an embedded PDF instead of a direct link.  The problem is iOS browsers only show the 1st page of and embedded PDF and then you have to find the download button to see the rest of the document.  This download button depending on screen size can be a few menus deep.  On Android browsers it automatically downloads.

I think any document, especially PDFs should be just viewed in the browser tab as if you were viewing a PDF linked on any website.  It is 2023 and there is a lot of tablets in the Fields being used and forcing a document to be downloaded causes additional steps of trying to download it, try to be compatible with all the different browsers across tablets, and by downloading it you are utilizing storage space on the device.  Where if it simply opened up within the browser as a link and not an embed then you wouldn't have all these issues.
