Add new command line tool for Portal for ArcGIS to remove all references to ArcGIS Online and Living Atlas (steps in this help article https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-a-disconnected-deploymen.... Removing these references manually following help article makes configuration process prone to errors.
It would be great help to get rid of all references to these internet services instantly after installation and later add new local resources. In disconnected environment these references to unavailable internet resources should be replaced with empty values if there is no other option in beginning to get rid of failing requests before publishing new local services.
Later after completing installation and configuration of Enterprise I can add these missing local resources to replace missing functionalities.
My need is to get at first an complete Enterprise without any references to internet even it misses some functionality. Later I can add missing functionality when I publish needed services to Enterprise.
