I am attempting to create some nautical maps for personal use by importing S-57 cells into ArcGIS as group layers. While I am able to see all of the layers fine in Data View, the parts of the group layers that are visible only at sufficiently high resolution (ex: water depth, geographic labels, shipwreck points, etc.) do not show up in Layout View no matter how far I zoom in. Does anyone know how to fix this issue?
