ArcGIS Enterprise Image Service to ArcGIS Online Organization Members

Is it possible to set up security in ArcGIS Enterprise (not portal federated) so that members in the organizational ArcGIS Online are the only ones that can see the published layers.  Currently, the imagery and other vector feature layers are available for public viewing.  But I would like to narrow the audience to the organizational ArcGIS Online Users.  Either for all members of the organziation or for groups within the organization. 

So I can add the layers to AGO and can set up sharing in AGO and users can access through AGO and I want to stop the public access.

ArcGIS Enterprise refers to ArcGIS Portal with a federated ArcGIS Server set as the hosting server. So it's not clear if you have ArcGIS Enterprise or a standalone ArcGIS Server.

Adding a single ArcGIS Server service to ArcGIS Online as an item lets you share the service through the item:
