ArcGIS Server - how to apply html formatting on description of map service in ArcGIS Pro?

We recently migrated from publishing map services from ArcMap to publishing map services from ArcGIS Pro. Most of the published maps worked just fine, but there are some issues I encountered and haven't found a solution yet. Has anyone a solution for the following issue:

We add information under Map Properties >> Metadata >> Description. These information will later be shown in the legend of a webmap, thus an adequate formatting is crucial. With ArcMap we could just use a html-syntax in the description during the process of publishing and it would format the description accordingly. The html-syntax under ArcGIS Pro is somehow not recognised and displayed as is, e.g. ... <ul>...</ul> .... But we didn't find the previously existing field in the publishing-process. Has anyone figured out, how the html-syntax can be integrated in the Map Properties of ArcGIS Pro? Or how it can be integrated in the process of publishing? 

We found a not satisfying workaround: in the ArcGIS Server Manager (online) we can modify the description. There is html-syntax recognised and correctly translated. But not only does one need to modify the map service in a two-step process, but it also changes the size of the font and space between two paragraphs compared to adding the same infos to the description in the ArcGIS Pro Map Properties. Thus this is not really satisfying (as it is not consistent). 

We tried ArcGIS Pro 3.1.3 to ArcGIS Server 10.91 and ArcGIS Pro 3.2.0 to ArcGIS Server 11.1 and the problem existed in both combinations.
